FRA and Therapeutic Institution Partner to Launch ‘Investing for Human Health’ Initiative – Wednesday 15 July 2026

The initiative aims to support and fund the development of the Institution’s hospitals while upgrading healthcare delivery.

Dr. Islam Azzam, FRA Chairman witnessed the signing of a cooperation protocol with the Therapeutic Institution to launch ‘Investing for Human Health’ initiative. This partnership aims to fund and support development of projects across the Therapeutic Institution’s hospitals.

This partnership aligns with the ongoing cooperation between the Financial Regulatory Authority (FRA) and various state institutions to support economic, public service and healthcare sectors. It directly advances the goals of Egypt Vision 2030 – chiefly elevating healthcare quality and boosting the efficiency of medical institutions – while reinforcing the vital role of institutional and community integration in achieving these objectives.

The agreement was signed by Dr. Mohamed Shakweer – Chairman of the Therapeutic Institution, alongside Dr. Tarek Seif, who represented the Financial Regulatory Authority (FRA) as the Executive Director of both the Financial Services Institute (FSI) and the Regional Center for Sustainable Finance (RCSF).

A distinguished group of leaders gathered to witness the signing, including FRA Chairman Assistants Dr. Mohamed Abdel-Aziz and Dr. Rehab Taha, and Senior FRA Advisor Reda Abdel-Moaty. They were joined by Prof. Sherif Wadie, Advisor to the Minister of Health for Emergency and Critical Care Affairs and member of the Senate, besides Dr. Ghada Ali, Rapporteur of the Supreme Committee for Resource Development and Sustainable Financing at the Therapeutic Institution.

The protocol and ‘Investing for Human Health’ initiative will expand the scope of the ‘Partners in Impact’ program, which was launched by the Therapeutic Institution as a platform for strategic partnerships and sustainable finance to provide high-level healthcare services to citizens through its affiliated hospitals.

Dr. Islam Azzam emphasized that this collaboration aligns with FRA’s mission to champion governance and sustainability while driving non-banking financial market participants to embrace corporate social responsibility (CSR). He added that these efforts aim to elevate the quality of public services – especially within healthcare, a sector that directly impacts the daily lives and well-being of Egyptians nationwide.

FRA Chairman added that this partnership with the Therapeutic Institution joins a series of strategic alliances across the medical sector. These initiatives reflect the Authority’s continuous commitment to supporting healthcare as a strategic sector capable of attracting high-value-add investments to the Egyptian economy. Furthermore, Dr. Azzam emphasized that advancing medical insurance and healthcare services is a key priority under the implementation of the Unified Insurance Law No. 155 of 2024 and the regulatory frameworks issued by FRA to drive expansion, growth, and the adoption of innovative insurance products.

Dr. Islam Azzam underscored the critical role of Corporate Social Responsibility (CSR) as an essential pillar in corporate strategies, linking business success directly to community service. He emphasized that active CSR participation enables companies to collaborate with the state in addressing social and environmental challenges, thereby maximizing investments in sustainable development.

Meanwhile, Dr. Sherif Wadie, Advisor to the Minister of Health, commended FRA’s collaborative efforts with various Egyptian healthcare entities to ensure comprehensive, high-quality service delivery for citizens. He highlighted this initiative as a prime example of strategic partnerships that successfully boost institutional efficiency. Dr. Wadie also shared updates on the development projects currently underway at the Therapeutic Institution’s hospitals, noting that they receive close, continuous oversight from Dr. Khaled Abdel Ghaffar, Minister of Health and Population.

For his part, Dr. Mohamed Shakweer- Chairman of the Therapeutic Institution commended the launch of the initiative, highlighting its role in securing sustainable funding for the Institution’s modernization projects, with a special focus on the Coptic Hospital. He emphasized that expanding collaboration with the non-banking financial sector will maximize the developmental impact of CSR investments, all while adhering to robust principles of governance, transparency and sustainability.

Furthermore, Dr. Ghada Ali, Rapporteur of the Supreme Committee for Resource Development and Sustainable Financing at the Therapeutic Institution affirmed that this protocol represents the inaugural fruit of the newly launched “Partners in Impact” program. She stated that this alliance is the first of many strategic partnerships to be established under the program’s umbrella. She emphasized that the protocol embodies the Committee’s vision to build sustainable partnerships grounded in governance, transparency and measurable impact. Furthermore, the initiative establishes a new approach to managing partnerships, shifting them from temporary support to long-term strategic alliances and transitioning from isolated initiatives to structured institutional action. This framework ensures the best possible investment of available resources for the benefit of Egyptian citizens, rooted in the firm belief that investing in human health yields the most sustainable and profound impact.
