FRA Extends Suspension on New microfinance, Consumer Finance License Requests for 1 Year – Wednesday 22 October 2025

  • The Authority took this action to ensure the financial solvency of companies, safeguard the integrity of transactions, and promote digital transformation within the sector.

 

FRA has extended the suspension of incorporation applications and preliminary approvals for companies seeking licenses to operate in microfinance or consumer finance. The Authority also decided to suspend the acceptance of microfinance license applications from associations and NGOs for a renewable period of one year, under resolution No. 237 of 2025.

FRA’s decision is part of its ongoing efforts to ensure financial stability across all non-banking financial institutions. The Authority aims to strengthen the sector’s role in the national economy while addressing consumer needs. This suspension follows a significant surge in new licenses granted to consumer and microfinance companies before Resolution No. 184 of 2024. The extension is necessary to allow the Authority sufficient time to assess the financial solvency of existing companies and service providers.

The decision excludes new companies planning to use Financial Technology (FinTech), aligning with Law No. 5 of 2022.

It is worth noting that the number of beneficiaries of microfinance activity reached approximately 3.6 million, while the number of consumer finance beneficiaries reached around 7 million, with total financing amounting to EGP 56.2 billion for microfinance and EGP 56.7 billion for consumer finance.
