Companies must factor these results into their credit decisions when approving or rejecting financing applications.<\/p>\n<p style=\"text-align: justify;\">Decision No. (2863) of 2026 mandates that companies digitally verify the identity and data of financing applicants (Digital Verification) and check their behavioral score based on alternative data provided by iScore.<\/p>\n<p style=\"text-align: justify;\">This obligation adds to existing regulatory controls governing customer data verification and digital identity protocols under FRA Board Decision \u00a0No. (140) of 2023 and No. (186) of 2024 (and their amendments). It also supplements standard credit reporting on client transactions across banking and non-banking financial institutions, as stipulated by Consumer Finance Law No. (18) of 2020 and its executive regulations.<\/p>\n<p style=\"text-align: justify;\">The requirement to query clients&#8217; behavioral scores will take effect on April 1, 2027, following the operational readiness of iScore&#8217;s dedicated system.<\/p>\n<p style=\"text-align: justify;\">Dr. Islam Azzam stated that digital data verification and behavioral scoring will enhance creditworthiness assessment procedures, ensure sound credit granting practices and reduce default risks.<\/p>\n<p style=\"text-align: justify;\">He added that the decision follows a series of consultative meetings with consumer finance companies and iScore, reflecting FRA&#8217;s commitment to stakeholder dialogue. This collaborative approach aims to strengthen market stability, balancing sector expansion with proactive risk management against default and non-payment risks that could impact companies&#8217; financial stability.<\/p>\n<p style=\"text-align: justify;\">Dr. \u00a0Islam Azzam noted that implementing this decision \u2014alongside previous resolutions regarding real-time integration between consumer and micro-finance companies and iScore, as well as accelerating the rollout of customer identity verification via One-Time Passwords (OTP)\u2014marks a significant milestone in\u00a0 FRA&#8217;s strategy to continuously update the non-banking financial regulatory framework.
